On October 29th 2015, CSSA shared news effecting packaging and printed paper programs in British Columbia, Saskatchewan, Manitoba and Ontario. If you couldn’t make it, don’t worry we’ve provided you with the highlights below. 

General Overview

  • The changing composition of what is being collected (plastics vs. paper), lower oil prices and China’s slowing economy are the key drivers impacting material fee rates and program costs
  • CSSA will launch a new project in 2016 to develop a common suite of packaging and printed paper program metrics that will enable stewards to make meaningful comparisons across all programs
  • The Stewardship Consultation Committee will conduct consultations to help develop an alternative fee setting methodology, the basis by which your material fees are set…stay tuned 

British Columbia (MMBC)

  • Fees  for 2016 have not changed but they still remain the highest in the country
  • MMBC has limited expansion of the program therefore they do not operate province wide

Saskatchewan (MMSW)

  • No changes to fee rate between 2015 and 2016
  • Program does not operate province wide and they will be making payments to municipalities on the basis of capturing 60% of packaging and printed paper reported by MMSW members only
  • The program begins January 1, 2016 and stewards will be invoiced on a quarterly basis

Manitoba (MMSM)

  • Overall fee rate increased by 12.9% and varies by material type
  • MMSM received a 1 year extension to operate their current program which was scheduled to end  December 31, 2015 and a revised program plan will be developed and submitted in 2016
  • CSSA’s Volunteer Steward Policy will be adopted in 2016 therefore non-members have 2 months to sign up for the program
  • Stewards may adjust reports for upto 2 years from the due date associated with the report (e.g. report due May 31,2015 can be submitted until May 31, 2017

Ontario (SO)

  • Overall fee rate increased 15% year over year due to material fluctuations
  • Projected total obligation for 2016 is $133.6M
  • 11.6% increase from last year (subject to WDO approval)
  • Fee rates are increasing for 22 of 23 material categories largely due to lower material revenues
